The role of a Campaign Manager is that of a guide.  Experienced candidates and elected officials know it well.  One might not think that a manager is necessary in a municipal campaign, but that's not at all the case.  Campaigning is a daunting task to say the least. 

While some candidates run their own campaigns successfully, most do not.  Candidates, even experienced ones, tend to become too emotionally involved in issues of the moment and unable to view things as a voter might.  Even though a candidate might know the workings of his or her city inside and out, it's the manager that can provide an unbiased eye and keep the candidate focused on the goal.
